Letter explains that complete instructions regarding the fellowship are in the brochure and on the instruction sheet that were enclosed with the letter. The letter also states that it is not the policy of the fund to support non-United States citizens who wish to study in a country other than the United States and the fund offers support to people of a foreign nationality who wish to study in the United States.
